2. EI Public Meeting Schedule:

3. From February 1st there are changes to make it easier to conduct horse events. Conditions still apply, but have been greatly eased. Please visit www.pir.sa.gov.au and read the instructions relevant to your activity. The rule of 10 or more horses/2 properties still applies as a definition of an event or "horse gathering"
4. Equine Influenza Assistance Grants close on 8th February (or until movement restrictions are lifted) for wage supplement and business assistance grants. Businesses who have already received one $5000 grant are eligible to apply for a second $5000. Large half page adverts were placed in all major newspapers last weekend.
5. As the recovery plan progresses, quite a few changes will be made to interstate zones and policy over the coming weeks. For regular updates keep re-visiting www.outbreak.gov.au

1.GRANTS
A. Statewide Enhancement Program (StEP) Current Round Status: Opening: 19 January 2008 Closing: 3 March 2008 Outcomes Advised: Anticipated June 2008 Program Overview The Statewide Enhancement Program (StEP) was established to assist the South Australian Government to work in partnership with State sporting and active recreation organisations and other approved bodies to implement programs and initiatives that support the South Australian Strategic Plan's sport and recreation target (T2.3) "to exceed the Australian average for participation in sport and physical activity by 2014."
B. Sport and Active Recreation Project (SARP) Funding - Stream 2
SARP provides funding to eligible organisations to assist in the development and delivery of sport and active recreation programs and services that aim to meet one or more of the following outcomes:
• Increase community participation in sport and active recreation at all levels;
• Improve the quality of sport and active recreation programs and services that are available to South Australians; and
• Support the development of talented/elite athletes.
The 2008-2009 round of StEP is the second round in the current triennial funding period (2007-2010). Successful applicants may receive up to two years of funding (until the end of the triennial funding period - 2010). http://www.recsport.sa.gov.au/grants-scholarships/statewide-enhancement.html

2. CHILD PROTECTION
The Office for Recreation and Sport has written to many organisations, including Horse SA on Jan 8th with the following information:
1. The Dept. of Families and Communities (DFC) will be releasing an advertisement before the end of January 2008 highlighting that under the amendments to the Children's Protection Act 1993 it is now the responsibility of all non-government sporting and recreational organisations to establish child safe environments
2. Organisations are expected to have in place standards of conduct for adults in dealing with children and guidelines for the recruitment and supervision of staff and volunteers who may come into contact with children
3. Appropriate regulartory standards must be observed when dealing with information obtained about the criminal history of employees and or volunteers who work with children.
4. All organisations, irrespective of size, must ensure that appropriate standards of care are maintained for the safety and well being of all young people involved
5. Staff and volunteers must be made aware of their legal responsibilities as mandated notifiers, an aspect covered in the "Child Safe Officers" course, established by ORS, which will be held again in 2008

a. Criminal history checks are not compulsory for recreation and sport organisations b. Regulations require that all reasonable steps are taken to screen employees and volunteers who come into contact with children. 3. FREE WORKSHOP “Water Quality Testing Skills for Community Volunteers” ( Tomorrow Night!) Are you interested in caring for the environment and recreational trails on public land?Are you a community group volunteer who would just like to learn about water quality testing?You are invited to a Free Outdoor Workshop Facilitated by www.waterwatch.org.au Learn how to test water for Turbidity/Salinit/Nitrate/Phosphorus People who own, or are considering purchasing a small property to keep horses or other livestock are also welcome. 4. Good News for Trails! Following a presentation to Minister Holloway prior to Christmas by Trails Alliance of SA Representatives Jaesmine Rose (Conservation Council) and Julie Fiedler (Horse SA) whereby considerable discussion occurred around peri-urban trails conflicting with new housing developments - with the happenings around Golden Grove being used as a point of example; The Minister has written back saying after consideration, he has recommended for Planning SA to commence a "Metropolitan-wide Trails Strategy" based on the excellent model developed by the City of Onkaparinga. Thank you especially to local horse owners John O Leary, Pegasus Pony Club/James Thompson (who have won an Active Club Grant from ORS for marking a local trail) and all the "tree people" for getting some key messages across about the values of open space for community use. It is believed that this will be the first plan of this type (3 user groups in a metro-wide area) in Austraila.

- coming soon; Flinders Ranges National Park Trails Strategy. Horse SA has been invited to attend a workshop. Horse riders, please provide feedback on what you would like to see happen here
- "Great Rides Book" headed up by SA Tourism Commission, will include cycle and horse riding routes of interest. Please contact Horse SA immediately if you would like to help with this project, to prepare some ride descriptors, as this project is moving along very quickly now.
